The Public Power Council (PPC) is a voice for consumer-owned electric utilities in the Northwest. 

Since 1966, we have been representing the interests of municipal utilities, public and people's utility districts, and rural electric cooperatives.

arrow Ninth Circuit Upholds Public Power Position on Residential Exchange

In an important opinion released May 3, 2007, the Ninth Circuit Court of Appeals found that settlements reached in 2000 by BPA creating benefits to customers of Investor-Owned Utilities at the expense of customers of consumer-owned utilities were beyond BPA’s settlement authority and are illegal. The Court also ruled on two other rate matters involving Direct Service Industries and Fish and Wildlife costs. To view the cases click Golden Northwest Aluminum v. BPA and Portland General v. BPA.

arrow SnoPUD wins important case against FERC. Snohomish County PUD won an important case arising out of the Western energy crisis. The 9th Circuit held that FERC cannot take short-cuts around the requirement that rates, including market-based rates, must be "just and reasonable." Read the case here
